<strong>本报讯（记者</strong>王东<strong> 通讯员</strong>宋绍聪<strong>）</strong>为加强海岸线保护，推动海洋生态环境持续改善，我市于10月31日正式印发实施《秦皇岛市海岸建筑退缩线管理规定》（以下简称《规定》），标志着我市在全省率先对海岸建筑实施退缩线管理，为海岸带生态保护与有序利用划定了清晰的法律红线。

《规定》明确，海岸建筑退缩线是为保护海岸带生态系统、抵御海洋灾害、拓展亲海空间而设立的控制线，其与海岸线之间的区域为“避让区”。退缩线划定遵循生态优先、安全防护、严格管控、便于管理的原则，以最新海岸线为基准，统筹生态保护与陆域发展导向，由沿海各县区政府（管委会）组织划定并报市政府批准后公布实施。

在管控要求上，《规定》实行“准入清单＋分类管控”。避让区内原则上禁止或限制建设，仅允许国家省重大项目、军事设施、必要公共配套和基础设施、生态修复工程等九类项目进入，且须经严格审批，严控规模与布局，最大限度减少对海岸生态的干扰。
